the harness shall be designed and constructed to fit around the dog's upper torso and provide the handler a means to manually restrain and control the dog in such a manner that it will remain on the dog without twisting or shifting position when subjected to the full range of forces imparted in all directions to the harness handle and leash attachment point by the dog and handler.the harness shall be capable of withstanding the dynamic load imparted by stopping a moving mass having kenetic energy of at least 120 FOOT-Pounds without failure or damage including: fracture or permanent deformation of the leash attachment point or the buckles; release of the buckles; tearing or other damage to the straps or saddle; and failure of or damage to joints. the load shall be applied through the leash attachment point.
