the leash shall consist of a strap with an attachment point for the dog at one end. the other end of the leash shall be attached to an encased reel with a handle and an attachment point for the handlers belt. the strap shall be a single ply of one continuous (splice free) length of material. the reel shall be provided with a mechanism that permits the handler to UN-Reel the leash any distance up to its full length and to securely lock it in place at that distance. the reel shall be SPRING-Loaded so that the full length of the leash automatically RE-Winds on the reel when the locking mechanism is released. the reel shall also be provided with a MANUALLY-Actuated braking mechanism which permits the handler to instantly stop the leash at any position both while it is unreeling and while it is rewinding. the reel enclosure shall incorporate a BUILT-In handle.

functional description, the leash shall be designed and constructed to be fastened to the dog collar or harness and used by the handler to maintain control of the dog at variable distances during exercise, play and other OFF-Duty activities. performance, the leash shall be capable of withstanding the dynamic load imparted by stopping a moving mass having kinetic energy of at least 120 FOOT-Pounds transmitted through the snap hook to the handle without failure or damage including: fracture of the snap hook; permanent deformation of the snap hook leaving a gap of more than 0.05 inch at the end of the bolt; tearing or other damage to the strap material, and failure of or damage to joints (e.g. broker stitches or separation of other bonds) .
